The Biofouling Management Plan (BFMP) is strongly recommended for all vessels under IMO Resolution MEPC.378(80), adopted in July 2023, which significantly strengthened the previous 2011 voluntary guidelines. While the IMO guidelines are not yet mandatory convention requirements, Australia, New Zealand, and California already enforce biofouling management as a legal requirement, and multiple flag states now expect a BFMP as standard compliance documentation. The IMO agreed at MEPC 83 (April 2025) to develop a legally binding biofouling framework, with mandatory international requirements expected by approximately 2029. Biofouling—the accumulation of aquatic organisms on a vessel’s hull and underwater surfaces—is the primary pathway for invasive marine species to spread between ocean regions. Unmanaged biofouling is also a significant source of hydrodynamic drag, increasing fuel consumption and emissions. For superyachts, which are particularly mobile and frequently cross biogeographic boundaries, a professionally structured BFMP and associated record book are now essential compliance documents.

A Biofouling Management Plan is strongly recommended for every superyacht under IMO MEPC.378(80), and is already a legal requirement for vessels operating in Australia, New Zealand, and California. Enforcement is most advanced in Australia and New Zealand, which operate the world’s strictest biofouling regimes and conduct hull inspections using the IMO Biofouling Level of Fouling (LOF) assessment scale.
