The Garbage Management Plan (GMP) is a mandatory document under MARPOL Annex V Regulation 10.2 for all vessels of 100 gross tons and above, and for any vessel certified to carry 15 or more persons. MARPOL Annex V regulates the discharge of every category of garbage from ships—from food waste and plastics to operational waste, cargo residues, and fishing gear. The requirements are strict, the special area restrictions are extensive, and incorrect disposal or inadequate record-keeping are among the most common deficiencies raised during port state control inspections. Who Needs This

Any superyacht of 100GT and above, or any vessel carrying 15 or more persons—regardless of size—requires a Garbage Management Plan under MARPOL Annex V Regulation 10.2. The Garbage Record Book threshold was also lowered from 400GT to 100GT effective 1 May 2024. On commercial charter yachts, the GMP must be available for inspection at any time. Port state control officers in the Mediterranean (Paris MOU), Caribbean, and other high-enforcement regions regularly inspect garbage records, placard placement, and plan content during routine inspections. Private yachts operating in Annex V special areas, including the Baltic, North Sea, and Antarctic, face additional restrictions.
